ATTORNEY AT LAW – PARTNER

Dagmar earned her law degree from University of Iceland in 1994. Her main areas of practice are administrative and regulatory law, corporate and commercial law, data protection law, public employment law, and public procurement law. As former Head of Legal at Ríkiskaup, the Icelandic Central Public Procurement Agency, Dagmar has wide-ranging experience in public procurement law. She has represented public agencies, municipalities, and ministries before the Public Procurement Complaints Board and acted on behalf of Ríkiskaup and public authorities in the District Court of Reykjavík. Dagmar was a member of the working group drafting the bill that was enacted as the Public Procurement Act 2016. Currently, she teaches Public Procurement Law at the Continuing Education Center at University of Iceland.

Prior to joining Ríkiskaup, Dagmar was Head of Legal at the Icelandic Coast Guard. As Head of Legal, she represented the Coast Guard before the North-East Atlantic Fisheries Commission (NEAFC), the European Border and Coast Guard Agency (FRONTEX), European Maritime Safety Agency (EMSA), as well as committees on maritime security, oil exploration licensing etc. She also managed charges for offenses at sea, including illegal fisheries, and oversaw claims for salvage awards and negotiations with insurers.
